To cut to the chase, it is simply not possible to remove or move a District in Civilization 6 after it has been placed. This cheat sheet gives players easy access to the adjacency bonuses attached to each of the Districts and also highlights any pertinent building restrictions. Players will still need to spend time applying this information to their specific games, but it will make placing Districts optimally much simpler.
Additionally, fans are advised to use the Map Tacks that are found above the mini-map to mark tiles for Districts and Improvements before they build anything significant. This tool makes it very easy to keep track of a city plan that was devised using the aforementioned cheat sheet, and it will help players make sure that their Districts end up where they want. Of course, this does require a bit more city planning than some new Civilization 6 players will be used to, but it is something that is worth pursuing.
Again, it is understood that these recommendations will not help players that are just wanting to remove a District in Civilization 6, but they may be handy moving forward.
